Cairo.. The 52nd session of the Arab Labor Conference is held with the participation of Morocco

 

The fifty-second session of the Arab Labor Conference, organized by the Arab Labor Organization, began today, Sunday, in Cairo, with the participation of delegations representing the three production parties, including governments, employers, and workers from a number of Arab countries, including Morocco.

Morocco is represented at the conference, organized from 13 to 20 September this year, by a delegation led by the Acting Secretary General of the Ministry of Economic Inclusion, Small Enterprise, Employment and Competences, Nour El Amarti, and includes representatives of the General Confederation of Moroccan Enterprises, the League of Moroccan Chambers of Commerce, Industry and Services, the Moroccan Labor Union, the General Union of Workers in Morocco, and the Democratic Confederation of Labor.

In a statement to the Maghreb Arab Press, Ms. Amarti said that during the conference, many topics will be addressed, including the deep structural challenges related to the labor markets in Arab countries, including the lack of job opportunities, especially among young people and women.

She added that the emerging challenges posed by digital transformation, artificial intelligence and climate change will also be addressed, stressing that there is a collective Arab will to continue joint work and strengthen partnership and solidarity in this field.

In his speech during the opening session of the conference, the Egyptian Minister of Labor and Chairman of the Board of Directors of the Arab Labor Organization, Hassan Raddad, affirmed his country’s support for every joint Arab effort aimed at achieving development, providing job opportunities for youth, protecting workers, and promoting social dialogue and social protection.

He explained that the past two sessions of the Board of Directors witnessed discussions on a number of pivotal issues, most notably reports related to financial and administrative issues, reports of the Financial Supervision Authority, and the results of the work of the committees of legal experts, freedom of association and labor affairs for working women, adding that the Council also discussed the decisions of the 116th and 117th sessions of the Economic and Social Council related to the Arab Labor Organization, including the inclusion of the topics of the Arab Strategy for Entrepreneurship, and the declaration of principles on promoting economic diversification and the transition towards promising economies, among the topics proposed at the summit. For his part, the Director General of the Arab Labor Organization, Fayez Ali Al-Mutairi, said that the organization has witnessed qualitative leaps in development and modernization over the past years. Its presence expanded regionally and internationally, its programs diversified, and its activities became closer to the needs of production parties, as work was done on new files imposed by a rapidly changing world of work. He continued that the organization remained, amid all this change, an Arab platform for social dialogue between the three production parties, and provided an honorable model for joint Arab coordination and cooperation.

This session, which is attended by about 530 people, includes representatives of the three production parties, representatives of Arab, regional and international organizations and unions, as well as a number of experts concerned with labor and development issues, in a context in which Arab labor markets are witnessing rapid transformations.

This conference, whose current session is chaired by Jordan, constitutes an Arab platform for tripartite social dialogue and an opportunity to bring visions closer and formulate common directions regarding the future of work and development in the Arab region.

At the top of the session’s agenda is the issue of “Sustainable Economic Growth: Towards Comprehensive and Just Social Development in the Arab Countries,” through the report of the Arab Labor Office, which reviews the relationship between economic growth and social justice, and ways to enhance productivity, competitiveness, responsible investment and governance, and benefit from technology and digital transformation, as well as developing skills and aligning education outcomes with the needs of labor markets, and supporting the green transformation and mobilizing resources and financing in a more fair and sustainable manner.

The conference will also discuss a number of technical files related to the future of work, most notably the topic of “climate changes and their effects on the work environment,” by examining ways to enhance occupational safety and health, and preparedness and response to risks and extreme climate phenomena.

In this context, the conference also addresses the topic of “Emerging Enterprises and Their Opportunities in Light of Digital Transformation,” which sheds light on the reality of emerging companies in the Arab region, the legislative and institutional environment that supports their growth, and financing and incentive mechanisms, as well as reviewing a number of leading Arab experiences and models in the field of entrepreneurship.

The session’s agenda also includes a review of the activities and achievements of the Arab Labor Organization for the year 2025, and a discussion of the organization’s draft plan and budget for the period 2027-2028. The conference will also witness the launch of the ninth edition of the “Employment and Unemployment Report in the Arab Countries,” which monitors the most prominent transformations and challenges experienced by Arab labor markets.
